Project Summary:
The Teaching and Learning for Education Excellence in the Middle East (TALEEM) activity is designed to support the Middle East and North Africa Regional Bureau and bi-lateral Missions in the region to conduct research, training and analytics to advance student learning and success in the region. TALEEM is working with USAID Egypt to conduct a performance evaluation for the Science, Technology Engineering and Mathematics (STEM) teacher Education and Systems Strengthening Activity (STESSA) in Egypt. USAID/Egypt launched a pilot STEM project in 2011 that created STEM high schools in Egypt and developed new curriculum to support the development of STEM teachers. The follow-on project, STESSA, launched in 2018, focused on scaling the pilot schools to a larger number and further strengthening the Egyptian education system to support STEM. The purpose of the STESSA mid-term evaluation is to assess the activity’s performance and progress towards achieving its three key objectives: (1) sustainable STEM teacher preparation programs; (2) increased capacities, knowledge and skills in selected Faculties of Education in the design and implementation of STEM education at undergraduate and graduate levels; and (3) Institutionalize the STEM education system in the Ministry of Education and Technical Education (MOETE).

Position Summary:
The STEM Subject Matter Expert (SME) will work closely with the Team Leader and the local research firm in Egypt to provide technical support to the STEM education evaluation. The STEM SME will provide insights to the development of data collection tools; identification of key stakeholders in the Egyptian context; conduct interviews under the direction of the team leader; support data analysis and the development of findings and recommendations. The SME will participate in all workshops, briefings and presentations of findings and will support the team leader in the development and revisions of the presentations and report. It is expected that the SME will travel to the four target locations (Cairo, Mansoura, Zagazyg, and Assuit) to lead the focus group discussions and key informant interviews. The SME will work closely with a local research firm based in Egypt that will conduct all focus groups and key informant interviews across the regions covered in the evaluation. This is a short-term position. Work is expected to take place between January and August 2024.
Responsibilities:
Support the identification and review of literature related to the STESSA program as well as state of the art literature and research on effective STEM approaches globally. Support the development of the workplan/inception report based on the desk review, including the design of interview guides and data collection tools. Conduct interviews in Cairo, in the four target universities, and sample STEM schools in coordination with the Team Leader. Support the Team Leader in the data analysis. Support the development of the initial findings’ presentation and first draft report. Support the design and participate in the Findings Validation Workshop with the implementing partner. Participate in regular updates on evaluation progress as well as data analysis. Ensure that evaluation activities are completed on time, within budget, and to the required quality standards. Support any necessary revisions of evaluation report. Qualifications:
Bachelor’s degree required. Master’s degree in education with a focus on science, technology, mathematics, and science preferred. Minimum 10 years of experience working in the field of education with a focus on STEM required. Strong knowledge of the state-of-the-art approaches to STEM high schools required. Strong facilitation skills preferred. Strong ability to work in a team to plan, implement, and complete a task required. Ability to develop and present clear and concise findings presentations in English required. Strong English writing skills required. Fluency in Arabic preferred.
